General Rules and Regulations

There are two types of SOLs: private and public. No matter what kind of event you are holding, certain rules and regulations apply to both licences. They are:

  · The maximum number of SOLs granted to any person or organization is generally two per month, or 24 per year.
  · If you are applying as the representative of a club, business or other group, you and any paid managers or servers for your event must complete the Serving It Right: The Responsible Beverages Service Program (SIR) Licensee Certificate online before you apply for a licence. If you are applying as an individual (not attached to the group), you are usually not required to complete the SIR program but if you hire any managers or servers, they must each have a SIR certificate. Please contact your local police who may refuse permission for an event to be held or require the store manager to place restrictions, terms or conditions on the SOL.   · SIR licensee certification requires that the certificate holder be in attendance at all times during the event. The licensee may delegate this responsibility to a manager or an official member of the organization hosting the event, provided that person also holds a SIR licensee certificate.
  · If the event is raising money for charity, the licence holder may apply to the Licensing Administrator, Special Occasion Licences at the Liquor Control and Licensing Branch (LCLB), to exceed the maximum liquor price schedule. The Special Occasion Licence Maximum Price Schedule can be found as a PDF at: http://www.pssg.gov.bc.ca/lclb/publications/fees/LCLB010.pdf .
  · Police and liquor inspectors have the right to enter and inspect the premises while your event is in progress, and may suspend a SOL for reasons of public safety.
  · Gambling is not permitted in the licensed area.
  · Liquor may be only be served and consumed in the licensed area(s), and appropriate signage should be posted.
  · There should be a wide variety and generous supply of food and non-alcoholic or de-alcoholized beverages available.
  · Permitted hours for a SOL event are: Monday to Sunday

Indoor event: 9:00 am to 2:00 am

Outdoor event: 9:00 am to 10:00 pm

Your event can only last a maximum of 14 hours within these times, though indoor hours may be extended on New Year's Eve until 3:00 am.

  · To apply for any exceptions to the regulations for SOLs, contact the Licensing Administrator at the LCLB or check the Web site at www.pssg.gov.bc.ca/lclb.
  · If you are selling alcoholic beverages at your event, a 10% Provincial Sales Tax (PST) must be pre-paid on projected revenue generated through the sale alcoholic beverages. If your event is cancelled, or if you make a PST overpayment, you may claim a refund from the Consumer Taxation Branch, Ministry of Finance and Corporate Relations. Call 250-387-0654 for details.
  · SOLs are not issued for events that are intended to make a profit, unless the Liquor Control and Licensing Branch is satisfied that the purpose of the special occasion is to raise funds for a bona fide charitable purpose.
  · You may return products unused from your event following the conditions and procedure for returning products at BC Liquor Stores (see Product Returns page).

Special Occasion Licences are regulated by the Liquor Control and Licensing Branch, Ministry of Public Safety and Solicitor General, and administered by the Liquor Distribution Branch.
